The Warren Center of Jamestown Community College was established in 1987 as the result of a contractual arrangement between the Warren-Forest Higher Education Council and Jamestown Community College for the provision of post secondary educational opportunities in the rural counties of Forest and Warren. As a New York institution, JCC had to apply for a foreign license to operate in Pennsylvania. The license was granted and classes began the Fall term of 1987.

Open year-round the center has a full-time director, a full-time administrative assistant, and a part-time academic and career counselor.

Jamestown Community College is authorized by the Pennsylvania Department of Education to offer two degrees in their entirety at this site: Associate in Science Business-Business Administration and Associate in Arts Liberal Arts and Sciences: Social Sciences. Classes in Warren are designed to meet all students needs with flexible schedules that include daytime, evening and weekend programming. In July of 1994, the council moved its offices from a fragmented operation on Market St. to the current location at 185 Hospital Drive, North Warren. The council leases an entire wing on the second floor of the Curwen building which contains a student lounge, employee lunch area, conference room, 3 computer labs, several classrooms (two which are equipped with distance learning technology), and administrative offices. The center is considered a "full service" site providing the following:

• Academic and career counseling Registration services Financial aid forms, and scholarship information Placement testing Job search assistance Tutorial support services Book sales Admission information and applications Special registration, open house Full-time staff working year-round to accommodate student needs Public speaking and community action committees
• Credit classes, community offerings and customized job training for business and industry
