Responsibilities: 

1. Demonstrates and abides by the Company Core Values and the operating principles.

2. Asists in the development and maintenance of the Corporate Purchasing Manual to include all required DOL and FAR requirements.

3. Develops working relationships with center administrative, purchasing, finance, and property personnel.

4. Develops and maintains the necessary skills as to provide training to all contract purchasing agents.

5. Develops a thorough understanding of CSD’s purchasing system as to provide authoritative assistance to the uses.

6. Develops a basic understanding of the relationships of other Corporate functions to the purchasing function.

7. Establishes and monitors contract purchasing and provides direction as necessary.

8. Conducts related center procurement audits.

9.  Assists in obtaining and maintaining required certifications.

10. Develops and monitor corrections action plans as necessary.

11. Coordinates the periodic DOL Contractor Purchasing System Review (CPSR).

12. Works with the centers to ensure the DOL Small Business Goals are met.

13.  Assists in the preparation of subcontracting plans for center contract proposals.

14. Assists in the review and, when necessary, negotiation and preparation of Corporate and center purchase agreements and leases.

15. Assists in providing the review, negotiation and settlement of purchases disputes.

16. Performs other duties as assigned.

Requirements: 

Minimum:  Bachelor’s degree in Business Administration, Accounting, or Finance.

Minimum 2 years’ experience in a purchasing capacity. Additional experience in contract administration and/or financial analysis preferred.

Knowledge Required: Government contract administration Working knowledge of government procurement regulations Computer literate Must have strong communication skills Ability to travel
