Establishing scholarships through the JCC Foundation

Honoring a loved one or someone significant and special to you with a tribute or memorial scholarship is a thoughtful way to recognize them. It may honor a special occasion or achievement, or merely acknowledge the honoree’s importance in your life. A gift may also be a great way to support a cause that they believe in. Your gift can establish an endowment, award a one-time scholarship in their name, or help fund other projects and or scholarships at JCC.

Getting started

Your gift can be named in honor of an individual, colleague, or family member, as well as an organization, foundation or corporation. Whatever name you choose, the scholarship can reach the student(s) that you feel are most critical to reach. As a donor, you will decide the basic terms of the award, the award level, who is eligible, how the recipient is selected, and will this be a one-time award or renewable.

Criteria to consider

Our development director will work with you through the criteria process. Criteria may include:

  • Graduates of a particular high school
  • First year or second year student
  • Graduating from JCC and transferring to a four-year institution
  • Demographic restrictions
  • Whether or not financial need is considered
  • Cumulative GPA
  • College Major
  • Activities
  • Leadership
  • Community/extracurricular involvement
  • Renewable or nonrenewable
  • Degree or non-degree program (continuing education or certificate)
  • Full-time or part-time attendance
  • Number of scholarships given per year

You will also decide if the recipient will be receiving a book, tuition, or transfer scholarship. No programs may discriminate among applicants on the basis of race, gender, religious preference, or ethnic origin.

How to establish a scholarship

There are two types of scholarships/awards administered through Jamestown Community College Foundation: endowment and annual (pass-through) scholarships.

Endowed scholarship

Endowments are permanent funds in which the principle is held in perpetuity and only the investment is expended annually (payout). Donor(s) shall have five years to submit donations to the foundation that are equal to or exceeds the $10,000 funding requirements.

  • Endowment Payout: The Spending Policy established by the JCC Foundation Board of Directors and in accordance with state law, including the Uniform Management of Institutional Funds Act (UMIFA), shall determine the annual distribution available for spending.
  • Investment of Endowment Assets: JCCF shall invest endowment assets as institutional fund under UPMIFA with the goal of optimizing yield and maintaining the spending power of the endowment assets. The Endowment’s assets shall be subject to the investment policies of the foundation relating to endowments, and shall be managed in a manner that is consistent with these requirements. The foundation shall exercise exclusive authority over management of the Endowment, including the pooling of the Endowment investment and payout purposes, and accounting for Endowment assets under generally accepted accounting principles. (5% of the average market value of the previous 20 quarters).
  • Additional Assets to the Endowment: Additional assets may be added to the Endowment by contributions as a cash gift or by transfer of investments. Such additional assets shall not contain restrictions, conditions, or designations, which are inconsistent with the original agreement.
  • “Excess Returns” in the Endowment: Earnings above the amount needed for spending are referred to as “excess returns” and are added back to the principle and reinvested in the long-term pool to promote growth and protect against inflation.
  • Alternative Use of Endowment Distributions: In the event the purpose of the Endowment stated in the agreement or in the requirements for administration no longer corresponds with the current college programs, becomes unreasonable, or cannot otherwise be accomplished, the Endowment distributions shall be made available as specified by the Foundation Board of Directors for uses most consistent with the purpose.
  • Building to Endowment Level: The Foundation allows a five-year period to achieve the minimum required level. If this level is not reached within the five years, it is converted to the general fund, depending of the donor agreement, and the balance be spent in accordance to that purpose.
  • Fees: The Jamestown Community College Foundation Board of Directors has authorized a 1.5% administrative fee to be charged annually to each of the scholarship endowments.
Annual scholarship (pass-through scholarship)

Annual scholarships can be established with an outreach gift of $100 or more. An annual commitment of $100 per year for four years is recommended (but not required – a one-time gift is accepted) and the annual gift is awarded to recipients over the four-year period. Unlike an endowed scholarship, an annual scholarship is not a permanent fund and awarded only as long you choose to contribute to the fund. No annual fees are charged for these funds.

Guidelines for tribute and memorial gifts

Your memorial or tribute gift will be a lasting tribute to your loved one and make a difference in the lives of those we serve.

Selecting an area of support

Family members often want to direct memorial gifts to support a specific JCC program in areas such as scholarships, programs and projects. However, you do not need to immediately determine your preferred area of support. When you are ready, our staff can help you determine the best way for you to commemorate your loved one, based on the total of memorial gifts received to date.

Obituary guidelines

Your loved one’s obituary is an ideal place to inspire individuals to make a memorial gift in that individual's honor. 

Suggested language: You may direct memorial gifts to Jamestown Community College Foundation either online by visiting sunyjcc.edu/giving and clicking “Make a Gift Online” or by check, payable to the JCC Foundation (525 Falconer Street, P.O. Box 20, Jamestown, NY 14702-0020). Please indicate in the memo field the name of the honored individual.
